"even with a steel scuba tank that's full (negative boyancy regardless) many divers usually need to add 'weight' to descend comfortably thru the first 20-30 ft (water composition and conditions are variables) without struggling and wasting energy. Assuming 'hookah' diving similarly requires a 'loaded' weight belt, I am thoroughly confused about how an inflation 'bcd' isn't needed to attain neutral boyancy to ascend or become stable at the surface ( apparently safety stops and off-gassing nitrogen isn't same a scuba - I assume because the air is never compressed, like free diving - pls confirm)."

Answer: You will need about 12 lbs. of weight with the Scuba Breather - more if you are you are using a wet suit.  Without the tank constantly changing weight, as in scuba with tanks, adjusting buoyancy with the Scuba Breather is very easy.
